As a Research Fellow, Stoicescu specializes in issues related to Russian foreign and domestic policy, but also military, economic, media and minority affairs, and other issues.
During 1991-2000, Stoicescu worked at the Ministry of Foreign Affairs, including as an Ambassador at the OSCE, in the USA and Canada. He was a member of the Estonian delegation at border negotiations with Russia and Latvia.
He worked at the Ministry of Defence in 2002-2014, first as the Head of the Civil-Military Cooperation Department and from 2007, as an Advisor on Defence Policy at the Estonian Embassy in Paris.
