Breaking the rules: how Estonian law-enforcement education went virtual
From 2006 the Academy has developed several serious gaming virtual simulation solutions to help the services to prepare for modern
asymmetric threats from large scale fire incidents to terrorist attacks. Introducing the modern virtual approach as training innovation was not easy as
 it happen to fall into the period when most of the words countries were suffering the economic and financial drawbacks. The second aspect what made
introducing the innovative approach complicated was the fact that the security sector is classically rigid in its approaches to novel solutions.
Somehow the Academy succeeded with its mission and is now a guiding light in European security education field, shearing its experiences to many
countries around. For successful implementation of the new training solutions the Academy was awarded the Nordic Quality Innovation main prize in 2012.

ABOUT THE SPEAKER
Lauri Tabur is the elected rector of Estonian Academy of Security Sciences.
The Academy is Estonian public university responsible for training personnel for all the government uniformed services such as police, border guard,
fire service, prisons, revenue service etc. During his career he has worked in different development oriented positions in Estonian law enforcement
and Ministry of the Interior where he was editor in chief of several governmental strategies intended to modernize the Estonian homeland security sector.
His research interests are in the field of innovation management and technology innovations.
